But what TB! does when it checks a signature on a PGP encrypted message is
exactly as advertised. The message must first be decrypted to obtain the
signature... the verification information is presented in the PGPLog, but
the message remains in it's encrypted state. Therefore:
"To decrypt an encrypted e-mail message from The Bat!, use "Check PGP
signature" command from the Tools menu. If the message is signed, PGP
automatically checks its signature validity. Note that the message is NOT
stored so you need to decrypt it this way each time you read the
message."
depicts exactly the way TB! behaves when you check the signature on an
encrypted message. OTOH, if you use Tools/PGP/PGP Decrypt then TB! will
check the signature *and* leave a copy of the decrypted message.

If he wants to do both... check the signature *and* decrypt the message,
then he must use Tools/PGP/PGP Decrypt. Choosing only Tools/PGP/PGP Check
Signature will do exactly that, but even to do that, PGP must use your
Private Key to decrypt the message to get at the signature, which is why
it asks for your Passphrase. The reason it didn't leave a decrypted copy
as well is because that was not asked for. No? Yes?
