Maybe you are looking for something a little more detailed, but you
could take a look at Digita Organiser

It is free and is designed primarily as a Tax Organiser, but I am
using it purely as my personal organiser and it works fine. You can
set appointments etc to repeat at particular intervals ie: every
Tuesday and so on, and you can also set reminders. From what I can
remember you still get the reminders even if the appointment has
passed, if you have not had the program open. You *do* need to have
the program open to recieve reminders though.
I have set Digita to open on startup so it is now the first thing I
see when I fire up the computer and that way I immediately get any
reminders before getting on with whatever I am about to do.
This may not be what you are looking for but it is worth taking a look
at anyway.
