One I have left:

Delete the filter. :-)
No .. that's meant honestly :-)
Delete it, select one of the messages that should have been filtered
and hit <Ctrl>+<Shift>+F

Check "Subject" and/or "Recipient" plus "Override existing filters".

Choose a destination folder (maybe "\\Inbox\PGP-Requests"?)
Use "Edit" button to confirm this dialogue.

Edit the filter that's newly created, set the auto reply function as
you're used to it and test again.

Sometimes there's an absolutely minimum criteria we all look over, but
using the automatic routine this should not be present ...
