In this case, your original suggestion is one that will work for you
and others in your situation, i.e., to set the PGP wrapping to 2 or so
characters above the TB! setting and 2 or so characters below the wrap
setting for other clients that reflow text upon sending *after* pgp
has done its own text reflowing.

The drawback is that in TB! you will have to ensure that you reflow
quoted material that doesn't exceed the PGP wrap setting or else
your quoted material will be messed up by PGP wrapping when it signs.
