Hi Paul,
I may have mis-understood your idea, but if I get all remaining mail, and
have filters to sort it, I might as well just get everyone's in the first
place - something I would have liked to avoid.
Or have I missed something?

couldn't you use the "dispatch mail on server" function to check and see
if any other mail is still left?
if you create filters for specific users, and continue with other
filters, shouldn't the REST of the mail go into the inbox? ( or SPAM, or
wherever you have the rest of the mail go)
