Have a look at www.gmx.net. They offer just that, but the site is only in
German. If you don't know any German at all, you might try Altavista's
Babelfish or engage a friend with a little knowledge of German to find out
how to subscribe. A friend in Brazil got it set up with Babelfish (and a
little help from myself) and is happy now to have full SMTP and POP3
service for free.

GMX used to have foreign language support for some time, but they found no
sponsors for abroad, so they canceled it.

So your only problem might be the subscription and the setup in TB!. Once
this is done, The Bat! will take over and you won't need the German web
interface any more.
