I wondered why it shouldn't and then I realized that you were asking
about a selective download filter.
I'm not surprised it doesn't work since the selective download
filters will only catch messages with matching strings when using
regular expressions. You could try this:
Under the Rule tab:
Detect by: Entire Header
Signal String: "To: "
Under the Advanced Tab:
Action: Kill (if you wish to delete the message)
Ignore (if you wish the message not to be downloaded
and then you may check later with the dispatcher)
Detection Method: None of strings should match
It's unlikely that the string 'To: ' will appear anywhere else in
the headers except in the To header.
