It could be related in that if there's incomplete download of a batch of
messages, TB! will not be able to close the POP session as it should. As
a result, the message aren't deleted or labelled as downloaded as they
should be. Therefore, doing another POP check leads to all messages
being downloaded again.

Sometimes the download process is being halted by a particular message.
In this case, what one can do is to use the message dispatcher to delete
that particular message.
