Select the text you wish to quote and then either hit the F4 key, or
hold the shift button while hitting the reply button.

Without jumping hoops, you cannot change the '>'. However, you can place
anything you like before it using Quotestyle="" macro. You need to place
the macro before the %quotes macro within your templates.

As to jumping hoops, completely replacing the '>' can be done with the
use of complex regex macros, similar to the one here:

You'd have to modify this macro to use whatever quote prefix you wish
to.

Do you mean, how do you indent the quotes? If so, you can do this by
selecting the quoted text block and while holding down the <CTRL> key.
Hit the K, then the I keys. Repeatedly hit the K then the I keys until
you've indented the text to how much you desire. To unindent, hit K then
U while holding the <CTRL> key.
