This has always been what TB! does for me with received time.

When downloading mail from the server, TB! will always download the
mail the server received first, followed by the mail it received last.

I therefore find it a lot more accurate to sort mail based on received
time.

IOW's export some messages, then import them. Look at how they're sorted
by received time. They'll all have the same received time by hour and
minute. However, they're sorted in the order they were received. The
same goes for the mail you download from the POP server.
