TB will re-download already downloaded messages, if the connection is
broken *and* have have set "Delete messages on server". If you set
"Leave message on server for 1 day" (or longer), those messages don't
get downloaded again. I used to leave messages on server for this very
reason when I had an unstable connection.

So I think TB should also keep the UIDs of message that have already
been downloaded if you set "Delete from server".
