Probably not--a recent/recurring 'quirk' of RL's development method/model -- you pay for what you might get, as opposed to getting what you paid for. Perhaps it falls back on the addage "Fool me once, shame on you. Fool me twice, shame on me."
If RL wants to continue doing things in this way, I think they should change their billing model to an annual subscription model rather than a per-major-version -- since the current practice tends to be quite disillusioning.
