I have just re-tested.
Send To | Mail Recipient definitely attaches the file here but
templates are not used. The message body says "Your files are attached
and ready to send with this message."
Send To | The Bat! attaches the files and uses the templates. (I had
inadvertently tested previously in a test account that had no
templates set up!) Works with both address book templates and account
templates.

Cumbersome, yes. But more reliable/predictable (-;

Odd. I do, at File | Send...  (-;

Further testing.
If my recipient does not have an address book template the link stays
in the message - the account template is not used.
If my recipient has an address book template this is used but
over-writes the link.

Is it just TB!, or do other non-microsoft mail clients struggle with
this as well?

There are various MAPI-related issues at RITlabs issue tracker...

Ultimate consistency lies in being consistently inconsistent
