Traffic congestion answer - toll roads?

Reply:
The only single plan that would effectively and absolutely reduce
traffic congestion would be a total world embargo on sales of crude oil
and refined petroleum products to the United States. Because petroleum is
still traded in US dollars, that is not likely to happen.
As long as Minnesota continues to register more vehicles than road
space accommodates during peak travel, there will be congestion. There
are also vehicles from other states and countries using the highways. We
can provide more options through mass transit and more roads to improve
the balance. No single plan will solve the problem as long as there is no
method to prevent vehicle volumes from exceeding road space. We can only
give people options so that they can choose their own poison.

Thanks.
