Where does the annual cost of maintenance (repair, snow removal, law enforcement, etc.) for these new toll lanes come from, both before they convert to free and more importantly after they convert to free, general use? I'm concerned that although the tolls pay for the initial construction, we don't have a way to pay for the maintenance.
