There is a proposal called "Conserve,Now"  that calls for rewarding people that 
have low miles traveled per year.

I sent posts to mn-politics-discuss, stpaul-issues, and other lists during year 
2000.  I sent my recommendation to consider Conserve,Now to the Met Council 
before Jesse, and for input to the Big Plan during Jesse.  No feedback on it, 
except to get booted off the lists because it seemed irrelevant to the list 
managers.

Many people will only cut back on excessive fuel use if they get big enough 
rewards for doing that, or big enough penalities if they don't cut back on use.

Governments, businesses and individuals need to become convinced that major 
action is desparately needed.  

People don't care much about what it will be like 100 years from now. They 
would care if they thought devastation for their particular region was likely 
in 10 years, but we are able to say that will happen.

First, a little background. I live in the Waconia area and work in Bloomington 
at a job that requires specialized knowledge and experience. My employer allows 
me to work from home one day per week. My wife teaches school in a rural 
district that is 35 miles away from our home in the other direction. Her 
employer does not offer any work-at-home opportunities.

We could move to where my wife teaches, but there would be few employment 
opportunities for me, and absolutely none that would come even close to paying 
1/2 of my salary today. We could move close to my job, but there is no way she 
could ever teach again as no district would hire her given her years of 
experience and her Masters degree.

So, Pat, you rail against transportation, but what are our alternatives? As you 
can guess, I am a strong supporter of increasing the capacity of Highways 5 and 
494. Strangling transportation in the Metro area is short sighted and counter 
productive. I will continue to commute and I would just as soon spend less time 
in the car. Being stuck in traffic does not benefit either me or the 
environment.
