The electronic patches can be coded for different rate structures. Trucks
and buses pay different rates than cars on other existing Midwest toll
ways. A Prius could have a different fee code than a Navigator. The gas
tax should also be continued.

Of course there will always be the guy who switches his Prius tag to his
Navigator. We could hire Dyncorp or Blackwatch enforcers to catch
scofflaws.:-) They could summarily execute scofflaws at the side of the
road and seize and sell their vehicles and possessions.:-). If there was
a computer glitch with the tags or the ID, we could clear a generation of
excess road congestion in a day or two.:-)
