Hi Carol,

I'll counter back to you with some questions that may help you figure
out the problem:

* Are the cross-references to the Number 1 tag in a text inset?
Cross-references in text insets don't get the usual hyperlinks. What you
see will work in the Frame file, but there's nothing there in the PDF.
There are a couple of solutions to this that involve converting the text
insets back to text before generating a PDF. There are a couple of ways
to do this. I can go into more detail if that's what the problem is.

* Do the paragraphs tagged with Number 1 exist in the PDF file in
question? You can have a live, valid cross-reference to a target
paragraph in Frame, but if that target paragraph doesn't appear in the
PDF, there can't be valid cross-references to it. I've had that happen
before. I get mad because I know a link works in Frame, but then I find
out that the target paragraph is hidden by conditional text or that the
file isn't included in that particular book.
