I just took a look and he contacted me with an InMail message rather
than by asking to join my network as I had remembered. That would
explain the different options (it's also a better way for recruiters to
check for interest, IMO). I haven't received any invitations recently,
so I don't know if they've added that option to invitations.

Revisiting an invitation I received in mid-October, when I look at the
invitation message, it offers me these options:

Act on This Invitation

[Accept] You and Xxxx will be connected on LinkedIn.

[Decline] You'll be prompted to write a note to Xxxx. Xxxx won't
be
allowed to invite you again.

[Decide later] This invitation will remain in your Received
Invitations.
No explanations or reminders will be sent. Accept or decline whenever
you
like.

[Report abuse] Xxxx will be blocked from inviting you again, and
Daniel's
invitations will be reviewed to make sure the User Agreement has not
been
violated.

I had clicked "Decide later" so as not to just block him per the
description on "Decline">

I don't have any fresher ones that that, so maybe the info they send has
changed.
