I can't think of an easy way to do this, honestly. It's very easy to attach any document as an attachment and email it anywhere in the world. And in this case, a copy of the file is as good as the original. Setting permissions to read-on wouldn't stop people from copying it. In order to do this, you'd have to lock down that particular machine's email ability (via Exchange or whatever email server you use), plus cut off every other connection to the intranet and internet, disable the floppy, Zip, Cd-burner, dvd-burner, USB, Firewire, in addition to preventing remote logins, and then finally, secure the machine to the ground. They could pick it up and carry the machine somewhere else, thus effectively delivering it.
If the user didn't need to use the file, then you could disable the read permissions of the directory it was in, so they'd never know it was there. However, because they'll need at least read perms on the file (not to mention its directory), you can't do that. It does sound like you're trying to control the user too much, where perhaps education of the user would be easier and more effective.
