I'd contend that removing all graphics in fact does NOT make it completely 
accessible.  In fact I doubt that one could create documentation that was 100% 
accessible.  For example,   I have very good friend who owns a very successful 
small business and is severely dyslexic.... something completely text would be 
difficult, and on some days completely impossible, for him to comprehend.
