Well, the original question didn't say "respect" either, so I thought it best to stick with the original wording, since "tech writer" and "respect" in the same paragraph always seem to press someone's "unhappiness" button, which in turn presses someone else's "whiner" button and from there on the discussion is all downhill.
My experience has been that generally "respect" from most people seems to flow naturally when you demonstrate your abilities and present yourself in a manner that demonstrates your confidence in yourself as a professional. For those people who will not respond, you pretty much have three options: (1) see if your respective superiors will support you, and if not (2) try to ignore it or (3) leave.
