Back in the day.... ...as I worked my way through college with temp typing jobs, my "certification" was the official report from my state typing test. I look at TW certification in much the same way, and the professional society (STC) would be preferred to the state for its setup and administration.
This means that we would have to come up with definitive skillsets for different categories of "technical writer". Makes me kinda dizzy to think about trying to do that, so I sure wouldn't try it alone and probably not while I have the constraints of a full-time job to consider. Maybe for my retirement project... There's an idea -- let's get a bunch of retired tech writers together for a month at a nice resort and not let us out until the job is done. Hint -- never finish the job and we get to retire at a resort! And thus are great ideas and folks corrupted. Sigh.
