Another objection that should single-handedly kill the idea  of 
tooltips-only help is that it works only if the user already knows which 
control to use.  Tool tips are fine if you're just curious about what some 
interface element does.  But if you need to know how to perform a task and 
don't know which control to use (or even whether the software supports the 
functionality you're looking for), you need a searchable help file. 
Otherwise your only option is scoot your pointer all over the interface, 
hoping to stumble onto the right tool.
