Step back a little. You have a requirement to import a Word doc - Is it a one time import, or will the content live in Word but be published on the web?
The reason I ask is that it is key to helping frame your requirement. You want a manual as a web page, but where will the content "live" and what do you NEED from a tool to get such a thing up and running? Do you need to have native HTML editing capabilities or would a web-based CMS be a better fit to your needs? Would something like, say, Drupal, be a better idea? My point is you can probably find plenty of free web design sofware (either WYSI(SO)WYG like DreamWeaver or HTML code editors like HomeSite or Coda) but why not look at some of the other tools around? Depends on your requirements of course.
