We don't have much running on terminal servers but we were seeing something similar on Windows 7 machines with UAC turned on. Once we turned off UAC things seemed to improve. Though UAC is probably not the issue with your terminal server clients, perhaps it is related to a security issue that is preventing the skyprint process from accessing something it needs?
