We use Skyward through Terminal Services extensively, and had this issue about 6 months to a year ago. What we found was that any universal print drivers, especially from HP, have a tendency to wreak havoc on printing from Skyward in Terminal Services. Once we eliminated those universal drivers from our setup, as well as making sure all our drivers were Microsoft certified, the printing problems decreased dramatically.
