A couple of comments, The state people & Tech Planning. The original plan was envisioned as a way to ensure that technology was actually driven by instructional needs. The intent was to force school districts to treat technology as more than just the newest shiny thing.
The process was developed during a time period when the state had a lot of resources allocated to Instructional Technology. side note: I'd love to know how many people were supporting Tech under Cheryl Lemke 12 or so years ago. I do know we had very well equiped and staffed local and support centers.
