The distinction between TRS and IMRF is supposed to be this:

TRS: requires a teaching or administrative certificate
IMRF: does not require one.

In most cases it is up to the Admin in your district if they want to require a 
certificate for your job - UNLESS 1) your job involves supervision of 
certificated individuals
Or 2) part of you job involves delivering instruction.

Whether or not you are union or exempt is a different matter and indeed almost 
all districts make the person who holds the keys to the network exempt.

I was exempt thru out my career and was TRS the whole time.
