They can't require you to be in the union. That's against Federal law. They can, however, require you to pay the dues if you are under a contract negotiated by that union, even if you choose not to join the union.
There is a way to teach. If you were only teaching half time or less and nobody else could be found to take the position, you can be issued a provisional vocational certificate to teach a class.
