No exception for subs really because you have to have a substitute
certificate to legally sub in IL (at least St. Clair County ROE made me get
one and keep it up to stay on the list) .  I subbed  for about 6 years
before I retired from the Air Force.  Also subbed during prep and lunch when
I was an aide.  Sometimes having that certificate wasn't good.

If I am not mistaken, you cannot participate in TRS unless you are in a
position that requires a certificate.  I think there may be an exception for
substitute teachers since subs can get TRS credit and you do not need a
teaching certificate (though you do need a sub card).

I also recall a rule that schools must offer IMRF to non-cert employees
working over a certain number of hours/year.  Are they at least giving you
IMRF?

Enough rant but I was ticked when they would not let me certify my
