Everything in this post blows my mind...

Most of our servers are at least 5 years old.
We are still running 10/100 Mb/s switches
Over 70% of our computers are over 5 years old...if I had login times anywhere 
in the district of 5 minutes I would hear complaints about it every day!
Why do the phone systems "need to be replaced" just because they aren't VOIP?
I am the only tech in the district and I receive about 90 trouble tickets/week.

the district:

13,000 students
3,000 employees
38 buildings

Novell Network 
1 GB fiber to all buildings and ICN
All servers are at least 5 years old
Over 70% of the computers are over 5 years old
Login time for the older computers is 20 - 40 minutes
Most of the phone systems are in need of replacement (no VoIP at all)

Average 250 trouble tickets a week 
Only 6 techs on staff, all are union  
Union District means no Hands on for the Director

The Tech Plan Expires this year
Past budget has only been $300k for the district (that is not a typo)

This is a big job for someone to tackle with almost zero budget money.
