There's also a degree to which this .... culture? .. is almost part of
the business model in a way.

At my previous job, the decisions were made long before I showed up
and to change them would require much more authority than I had. (It
required getting about half a dozen managers to agree.)

At my current job, quite frankly, they pay me to put up with their
crap along with everything else. I know many places where the
managment thinks that the only reason we're here (sysadmins) is
because they and their underlings don't have enough time for such
mundane jobs even though they could do it in their sleep (they think).
