There's also a degree to which this .... culture? .. is almost part of the business model in a way. At my previous job, the decisions were made long before I showed up and to change them would require much more authority than I had. (It required getting about half a dozen managers to agree.) At my current job, quite frankly, they pay me to put up with their crap along with everything else.
