Yes, but sometimes that's not possible; it depends on the nature of the
job.  If the job involves cutting off bolts that are set in concrete, for
example (so that you can put equipment with a different footprint in the
space), you can't take the floor outside to do the cutting...  But you can
surround the work area with plastic and ventilation, to keep the sparks and
grit and fumes contained.
