UXA requires GEM, so it can only work with a kernel with GEM support.

xf86-video-intel 2.9.x (the "new" driver) only supports UXA. There is
no EXA or XAA support anymore. So in turn it will only run correctly
on kernels with GEM support.

I don't remember if you provided more details on this to oga@ or
not. But he will definatly need more information to help fixing this
if possible.
