It was explained to me today by tech support that the CPE can blacklist 
an eNB if it's unable to connect.  They warned me about this possibility 
when we were talking about site survey procedures.  I.E.: if a 
technician boots up the CPE while it's laying on the ground, it might 
detect an eNB, fail to connect, then blacklist that eNB.  They suggested 
pointing it in the general direction before powering it up.

I was told it shouldn't happen if you've successfully connected to that 
eNB previously, but that you do need to reboot to clear the blacklist in 
the CPE.
