Add multiple earfcn to a single PCI. Then if you change channel it will move to 
the specific PCI regardless of frequency used. You do have to list each 
available channel as a separate entry on the UE.

Telrad says the 7000 (on version 105) can be locked to a specific ENB, not 
Earfcn. Does anyone know how to do this?
