I seggest investigating something in the wiki world (see www.twiki.org). Although the wiki approach is designed for managing documentation, there are versions (twiki for instance) that are template-based (unfortunatly not TT2...). Moreover, they focus on content, so writing simple pages does not imply any knowledge of html.
