Yes - create loch/locale/es/loch.po. You can copy one of the other
loch.po files, change all the "msgstr" lines to be in Spanish, and amend
the metadata at the top.
There are various tools (e.g. poedit) which are specifically written
for working with these files, but you can just use a text editor.
