You cite the Soviet Union and Iraq as historical examples. However, I
don't think you can draw parallels with these examples since they both
relate to a "human" threat. Pains were taken by Oz to portray Dr.
Manhattan in a "non-human" light. Someone to threaten humanity. Under
those circumstances it may be possible that the world could unite
under a common threat. The only real-world parallel we could draw is
if the world were threatened by an external/extraterrestrial source.
