Well, they don't have to realize he's gone, do they? After all, Veidt still has the city-nuking generator. Just pick an uppity city every once in a while to go "Ka-blue-eee" and people will think Dr. Manhattan is still watching. Not the happiest plan, but neither was destroying a bunch of cities to begin with.

On a side note, that's one of the things I hate about Stargate. I like to think if there was the possibility of an alien attack the US would contact all other countries and form some sort of alliance.
