Access Connections can certainly do this. Edit the connection, look for
wireless settings/advanced configuration. It lets you enter a preferred MAC
for the access point.

Hello everybody,
I am currently away from home, using my ISP's public WIFI network.
However, there are several access points (AP) in my vicinity of
approximately the same strength. The oscillations of the perceived
levels of the different APs and the fact that they of course all have
the same SSID cause my connection to jump rendering it unusable. I have
installed Access Connections in hopes it managed the connection to a AP
through its MAC address, rather than the SSID. This not apparently the
case.
Does anyone now of a connection manager that would connect to a AP
through its MAC address ?
I'm running XP SP3.
