First, check to see if the device has been disabled in the bios, stranger 
things have happened

Second, using a bootable disk like BartPE or UBCD4Win, start up the laptop & 
scan for the hardware device to see if recognized by XP (the boot disk's OS)

If these method do not resolve the issue, then either a bad batch of the wifi 
cards is circulating or your mainboard is faulting the cardslot.
