The best practice with Jira is not to delete old attachments but rather to
overwrite them with a new file of the same name. That way the old version is
still available for posterity. Similarly, deleting and editing comments is
discouraged. Rather, if you make a mistake, add a new comment correcting it.
These practices make it easier for folks to follow an issue retrospectively.
