Hotmail.co.uk accounts should work with the POP3 settings, in fact if you're UK based hotmail.com addresses will work, mine does. Hotmail are going to phase out WebDav sooner or later, they were going to turn it off last June but changed their minds. The only people who are going to have a problem with POP3 and have to continue using the extensions will be those who are behind a firewall that they don't control and which blocks access to the ports used by Hotmail's POP access. Also anyone who presently uses Hotmail's filters to sort mails into custom folders in Hotmail will find that POP access can only download from the Hotmail inbox. If you want to continue to download mails from custom folders in Hotmail, you will have to continue using the extensions, but this is your choice.
