To give a try, after installing TOC tools do as below
I use tiddlywiki.com
1. Create a new tiddler
2. Put the below as its content and save
This example shows a TOC with the root tag: TableOfContents
{{TiddlyTools/ReadOnly}}
<<toc-toggle-all>>
<<toc-tree here:" TableOfContents ">>
