I think has to be opt-in. Opt-out should be no option! See the GDPR 
<https://gdpr-info.eu/> rules. ... There is a big problem, that most sites 
still force users to enable the full set of tracking mechanisms.

Opt-out forces many internet users to use add-blockers like ublock-origin 
or AddBlock-plus or Ghostery ...
