as for local browsers any major browser should work with the same TW file (without any modifications to the TW), some browsers need tiddlysaver.jar - in the folder w/ the TW (opera, chrome, safari) having this file does not affect other browsers - to my knowledge. . .
Some tweaking may be required for the latest version of opera, look in recent posts for more info. . . (I use FF3.5) As for mobil use hopefully some other users can share what they are using and what works now (some phones can save - not sure which phones or if they have any limitations) I have not had any luck w/ symbian, but I did not dedicate more than a hour. . .
