This sounds a bit like the "remote control" envisioned for TiddlySlidy.
I'm not sure about the status of that, but could imagine various options
I didn't mention the most obvious one - good ol' popups:

(just a quick proof of concept)
Clicking the "remote control" button should open a new window. If your
browser opens a new tab instead, you might wanna drag that to a
new/different window. (Some browsers might block popups altogether.)
