+1 to this feature for TW2 and TW5. How about this behavior: transcluding 
the whole section on the same level, until the next sibling of the same 
level

For example:

!H1
1st level content...

!!H2
2nd level content...

!!!H3
3rd level content...

!!2nd H2
also 2nd level content

!2nd H1
blah blah blah

----
So, if I transclude <<tiddler Name###H1>>, TW will look after !H1 and skip 
the <h2>s, <h3>s etc., until it finds next <h1>, and transclude all the 
lower level contents along with the very content after the first H1 itself.

Writing <<tiddler Name###H2>> will transclude the first 2nd level content 
and the <h3> and the 3rd level content, until the second <h2> appears.

The three hashes ### proposed by FrD looks easy to understand too.
